Site Engineering Services

Residential, Commercial, Office and Industrial Site Design

Whether one is developing a residential subdivision, a commercial retail site or an office park, the goal of the site design is to prepare a plan that provides the most cost-effective use of the land. This design process takes into account the objectives of the client, the natural constraints and assets of the property, and the development requirements of the community.

The site design package includes preparation of all necessary plans and reports, once a concept has been agreed upon between the client and the municipality. The plans are subject to extensive internal review to assure that the design is complete and meets the objectives of the client.

A partial listing of engineering services that can be provided include: traffic circulation; road and parking layout; utility service design; grading and earthwork; landscape; and lighting. While addressing the client's goals, BME prepares a plan that will meet the regulatory requirements of the municipality involved. This is done up front to save time and design costs, but more importantly, to identify the cost impacts of those requirements on the project.

Feasibility Studies

Prior to initiating a site plan design, a client needs to be made aware of the various development possibilities that a site offers. This includes determining the constraints, or challenges, and assets of a parcel, understanding the municipality and it's design requirements, and obtaining information on the surrounding infrastructure. This initial step can assist the owner in determining if a property meets the owners' goals or if the concept needs to be modified. The feasibility study can also be used to assist in the site selection process. When more than one site is being considered, the pros and cons of each site need to be identified along with comparable construction costs and design schedules. BME can prepare a study that will identify and summarize this information so that the owner can make that comparison and choose the site best suited to their needs.

Traffic Studies

An integral part of a complete site design is a comprehensive traffic analysis of the existing highway network and the potential affects on this from the proposed development. Traffic generation from new development has become one of the major concerns of municipal governments and the general public. Being able to address these concerns in a clear and concise manner, based in fact, plays a large role in turning a development idea into reality.

Drainage Studies

A drainage study addresses the impacts that stormwater has on a community. The study quantifies stormwater runoff rates and volumes, identifies drainage patterns and characteristics, and then presents a management plan to mitigate detrimental affects from the runoff.

In addition to site specific drainage studies, BME can provide complete watershed analyses, including: stream profiles; culvert capacity calculations; identification of existing drainage patterns; and identifying and proposing solutions for chronic drainage problems. Poor drainage and improper stormwater management can affect the health, safety and welfare of a community.

Whether the situation is a specific on-site application or involves modeling of an entire watershed, the staff at BME has the experience to complete a comprehensive study and prepare an effective management plan.

Floodplain Analysis and Mapping

BME is capable of providing complete floodplain analysis and mapping in conformance with the requirements of the Federal Emergency Management Agency (FEMA). BME has the experience and staff to complete the extensive technical study required by FEMA and also the contacts and previous experience to obtain FEMA map amendments and revisions.

A floodplain is an encumbrance to one’s property. Through innovative design approaches, BME has been able to assist landowners in maximizing land use in a safe, conscientious manner.

One of the biggest challenges to successfully completing an engineering design project is the regulatory agency approval process. The best development concepts and plan designs cannot become a reality if they fail to meet the requirements of involved regulatory agencies and/or cannot get approved by municipal boards. BME maintains a network of contacts with those agencies directly involved in the development review process. These contacts allow us to stay up-to-date on constantly changing regulations and to navigate through this cumbersome process.

BME is also prepared to handle individual permit processes. This includes NYSDOT highway permits, NYSDEC wetlands, stream protection and construction permits, and also US Army Corps of Engineers wetland permits. BME has had extensive experience in negotiating with government agencies to obtain the necessary approvals and permits that a project may require.
